On September 8, the acceptance meeting of the National Technical Standard Innovation Base (International Standardization of Metallurgical Engineering) was held by the State Administration for Market Regulation in Beijing.
The construction of the National Technical Standard Innovation Base (International Standardization of Metallurgical Engineering) was approved by the Standardization Administration of China in March 2018 and undertaken by MCC as the leading constructor. The Innovation Base attracted 38 member units, including relevant industry associations, steel producers, standardization research institutions and colleges and universities, to participate in the construction. During the two-year preparation period, the Innovation Base centered around the strategic goal of "building the worlds best national team of metallurgical construction", promoting the development and implementation of major standards on key and core metallurgical technologies based on questions and needs. It proposed a number of international standards, which got approved by ISO and IEC, and boosted the promotion and application of 2,148 Chinese standards on metallurgical engineering in Vietnam, Malaysia, Indonesia, India, Papua New Guinea and other Belt and Road countries, exploring a model and mechanism for Chinese standards on metallurgical engineering to go global and forming a public platform for open sharing and industry-university-research-application collaborative innovation in international standardization.
Qu Yang, Vice-President of China MCC and Member of the Standing Committee of the Party Committee of MCC and China MCC, highlighted in his speech that the Innovation Base will, in line with the requirements of the State Administration for Market Regulation, further improve systems and mechanisms, increase investment in standardization, attract more joint constructors, and actively participate in the preparation of international standards. It will also strengthen the training of international standardization talent, promote international and regional exchanges and cooperation in the field of standardization, and strive to build the Innovation Base into a leading, integrated and international highland of standardization innovation, so as to support the high-quality development of Chinas iron and steel metallurgy and the building of the worlds best national team of metallurgical construction.
Cui Gang highly appraised the Innovation Base for its achievements in promoting the overseas application of Chinese standards and put forward four requirements for its future construction. First, it should have a national view, integrate related resources in the industry, orientate itself towards a green, smart and digital iron and steel industry, and provide strong support to the high-quality development of Chinas iron and steel metallurgy. Second, it should stick to the industry chain. While improving the metallurgical construction, operation and service standard system, it should take into account the development of different types of standards, such as international standards, national standards, group standards and enterprise standards, so as to systematically create the brand of standards on metallurgical engineering. Third, it should strive to make new progress in international standardization, further form an incentive mechanism for standard innovation, strengthen exchanges and cooperation on standardization with relevant countries and the training of international standardization talent, select and send some outstanding officials to the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) for training, and strive to propose more international standards in key areas, such as energy conservation and environmental protection in metallurgy and intelligent metallurgy manufacturing, and participate more in the development of international standards through enhancing international standardization capacity. Fourth, it should strengthen cross-field and cross-industry standardization cooperation, further add council member units, include more enterprises in metallurgy, and mobilize more forces to jointly construct the Innovation Base. It should further improve the level of standardization services to better serve upstream and downstream enterprises, especially small and medium-sized enterprises.
At the meeting, the expert group fully affirmed and highly praised the achievements made in the construction of the Innovation Base, agreeing that the Innovation Base is accepted because it successfully completes all the targets and tasks and plays an important role in driving Chinese metallurgical standards to go global.
Relevant leaders of the Department of Standards Innovation Regulation of the State Administration for Market Regulation and heads of six institutes (sub-bases) of standards in professional and technical fields under the Innovation Base attended the meeting.
